Report to the 20th CPC National Congress of the Communist Party of China regards "deepening the modernization of the national governance system and governance capacity" as one of the main goals and tasks of China’s development in the next five years. On the new journey, we must further promote the modernization of the national governance system and governance capacity, and better transform China’s institutional advantages into governance efficiency.

　　Since the 18th National Congress of the Communist Party of China, with great political courage, our party has comprehensively deepened reforms, resolutely eliminated the drawbacks of various institutional mechanisms, basically established basic institutional frameworks in various fields, achieved historic changes, systematic remodeling and overall reconstruction in many fields, made Socialism with Chinese characteristics’s system more mature and stereotyped, and significantly improved the modernization level of the national governance system and governance capacity, greatly liberated and developed social productive forces and greatly enhanced the vitality of social development. Socialism with Chinese characteristics’s institutional advantages have been fully demonstrated in winning the battle against poverty, building a well-off society in an all-round way and fighting the COVID-19 epidemic.

　　The 20th National Congress of the Communist Party of China drew a grand blueprint for building a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation in an all-round way with Chinese modernization. Promoting Chinese-style modernization is an unprecedented pioneering undertaking, and it is bound to encounter all kinds of predictable and unpredictable risks, challenges, difficulties and even stormy waves. It is necessary to further modernize the national governance system and governance capacity to make Chinese-style modernization more practical and stable.

　　Deepen the modernization of the national governance system and provide institutional guarantee for promoting Chinese modernization. China’s national system and national governance system are the institutional systems for managing the country under the leadership of the Party. They are the institutional achievements that our Party has transformed successful practical experience in time on the basis of deepening our understanding of communist party’s ruling laws, socialist construction laws and human social development laws. They have obvious advantages in many aspects and provide institutional guarantee for us to successfully embark on the road of Chinese modernization. With the development of Chinese-style modernization, we have deepened the modernization of the national governance system, not only reforming the institutional mechanisms, laws and regulations that do not meet the requirements of practical development, but also transforming the practical experience of successfully promoting and expanding Chinese-style modernization into institutional achievements, making all aspects of the system more scientific and perfect, realizing the institutionalization, standardization and proceduralization of the governance of the party, state and society, and escorting the Chinese-style modernization in the right direction.

　　Deepening the modernization of national governance capacity provides a strong impetus for promoting Chinese modernization. The ability of national governance is the ability to manage all aspects of social affairs by using the national system. On the new journey of building a strong country and national rejuvenation, only by deepening the modernization of the country’s governance capacity, enhancing the awareness of handling affairs according to the system and the law, and being good at using the system and the law to govern the country, can we continuously transform all aspects of institutional advantages into governance efficiency, continuously improve the Party’s scientific, democratic and legal governance levels, fully stimulate the strong impetus to promote Chinese modernization, and broadly condense the majestic force to promote Chinese modernization.

　　It is a dynamic process for the system to become more mature and stereotyped, and the modernization of the national governance system and governance capacity is also a dynamic process, which cannot be achieved overnight or once and for all. With the development of practice, we must constantly promote the perfection and continuous development of Socialism with Chinese characteristics’s system and national governance system, and constantly improve the national governance capacity. First, adhere to and improve the party’s leadership system, improve the party’s leadership system that takes the overall situation into account and coordinates all parties, and implement the party’s leadership in all aspects of state governance. Second, adhere to the direction of Socialism with Chinese characteristics, keep pace with the times, improve and develop the Socialism with Chinese characteristics system and the national governance system. Adhere to and improve the fundamental system, basic system and important system that supports Socialism with Chinese characteristics’s system, focus on consolidating the foundation, promoting advantages, supplementing shortcomings and strong and weak items, and build an institutional system with complete system, scientific norms and effective operation. For example, improve the system of people being masters of the country, adhere to the organic unity of party leadership, people being masters of the country and governing the country according to law, and fully stimulate the enthusiasm, initiative and creativity of all people; Adhere to and improve the rule of law system in Socialism with Chinese characteristics, adhere to the rule of law, rule by law, and administration by law, and adhere to the integration of a country ruled by law, a government ruled by law, and a society ruled by law; Improve the distribution system, improve the social security system, strengthen basic public services, firmly grasp the bottom line of people’s livelihood, solve the problems of the people’s urgent difficulties and worries, and make the achievements of modernization more fair and fair to benefit all the people; Improve the national security system,Adhere to the people’s security as the purpose, political security as the foundation, economic security as the basis, military science, technology, culture and social security as the guarantee, and relying on promoting international security to enhance the ability to safeguard national security and ensure a new development pattern with a new security pattern; Wait a minute.
